If you have been following us on Twitter or Facebook, you have probably heard this already: the port of Cozumel on Mexico’s eastern Yucatán Peninsula has been temporarily closed, as a result of a land dispute over land rights. That means that cruise passengers will have to wait for the dispute to be resolved before they can disembark. Some passengers may not even be able to get off the ship at all.
Cozumel, a small island off the coast of Mexico, is a great choice for a Mexican cruise vacation. But the cruise lines are running into new problems as the new dock, being built by the government, is going to be set back by an opposition party. The people of Mexico just want to relax on their vacation and have a good time.

Opposition from local environmental groups is growing, as the fourth pier could potentially destroy newly formed coral reefs in the area. As the tourism sector has been devastated by the pandemic and the income of the local population has dropped, the construction of a fourth marina is causing dissatisfaction on both sides.

Before the pandemic, Cozumel was the busiest port in the world for cruise ships. In 2018, Cozumel led all destinations with $474 million in direct spending by cruisers, crew and ships. Cozumel is followed by the Bahamas with $406 million, Jamaica with $245 million, the Cayman Islands with $225 million and the USVI with $185 million. In 2018, 3.5 million cruise passengers visited the island, an average of about 10,000 passengers per day. While these figures are staggering, the port’s revenues from berthing fees, navigation fees and taxes totaled more than $50 million. With an additional berth, the island could increase its revenue by 20 to 25 percent. The project is supported by the Mexican president Andrés Manuel López Obrador, but is encountering opposition from environmental organisations.

The location of the new wharf has been chosen so that new and existing coral reefs will not be affected. However, the Global Coral Reef Alliance believes that this is not the case. In its statement, the organisation said: A new proposal to build a fourth pier for cruise ships in Cozumel would destroy the most important coral restoration project. Cruise ships can dock in Cozumel as early as the Punta Langosta Cruise Pier, located downtown in the San Miguel area; the Puerto Maya Cruise Pier, which serves Carnival Corp. ships and is south of downtown; and nearby is the International Pier, which is used primarily by Royal Caribbean ships. Environmental groups see many problems with the construction of the new pier. For years, volunteer divers have been transplanting small pieces of live coral anchored to the sea floor to grow new reefs. The new jetty, with the additional traffic and noise in the water, could further spoil this aspect, even though the dive sites and marine reserves are only a few hundred metres from the jetty. The question is also whether a pier is still necessary. In the case of a pandemic, it can take more than a year for cruise traffic to return to pre-pandemic levels. At worst, the dock remains empty most of the time. The return of cruises is vital to the local economy, employing thousands of people who depend on the industry. The pandemic has led to the loss of tens of thousands of jobs in the tourism sector, which accounts for 87 percent of economic activity in the state. So it’s a delicate balance between giving the region the economic boost it needs and destroying what people come for.
