The Alaska Tourism Enhancement Act (ATEA) was passed on Thursday, December 18th, which will allow the U.S. to partner with the government of Russia to help restore natural resources and promote tourism in Alaska. The Act, which was signed into law by President Trump on December 21st, will allow the U.S. to work with the Russian government in order to restore land and waters of the Arctic National Wildlife Refuge and the Chukchi Sea, while also approving a line of credit for the state of Alaska in order to assist in developing a system of coastal communities in Alaska that are prepared for the effects of climate change.
The Alaska Tourism Enhancement Act (ATEA) was introduced in the House of Representatives on March 30, the third week of the 114th annual Congressional session, and the Senate passed it by unanimous consent on Monday, April 11
On June 13, 2018, a House of Representatives vote on H.R. 21, the Alaska Tourism Restoration Act, was recorded. The bill, which was first introduced in March, seeks to improve and elevate the state’s tourism industry by establishing Alaska as a new national park and national historic site. The bad news is that cruise ships are still not allowed to sail to Alaska until cruise lines comply with recommendations from the U.S. Centers for Disease Control and Prevention (CDC) to reopen the country. (Photo courtesy of Holland America) Let’s start with the good news. Thanks to a bill introduced by Alaska Senators Lisa Murkowski and Dan Sullivan, cruise ships will be allowed to sail from Seattle, Washington, to Alaska without having to make a stopover in Canada starting in 2021. The bill passed the Senate unanimously last week. The legislation provides a temporary exemption from the Passenger Vessel Services Act, which requires foreign-flagged vessels to stop in another country when traveling between U.S. ports. The 135-year-old law was a protectionist measure designed to protect American ports and shipbuilders from foreign competition.
Canada’s ban on large cruise ships jeopardizes Alaska’s season
The problem loomed large during the pandemic when Canada declared a ban on large cruise ships until February 2022, ending Alaska’s second consecutive season. The exemption only applies to all travel made on or before the 28th day after the date of the exemption. February 2022. It doesn’t apply to New England ships. Don Young (R-AK) called the passage of the bill a major victory for the state’s tourism industry. We lost billions of dollars in the tourism industry to the COVID last year, and this bill that just passed the House of Representatives unanimously will give us the opportunity to get that money back – not money, but the opportunity to welcome and serve the American people and the tourism industry in Southeast Alaska and the rest of the state of Alaska, Young said. Cruise Radio reported yesterday on comments by Vicki Freed, senior vice president of Royal Caribbean, who said the House of Representatives must pass legislation by the end of May to give cruise lines a chance to head north for the 2021 Alaska season, which normally runs from May to September. Norwegian Cruise Line has resumed sales for end-of-season trips to Alaska
We’re asking the delegates to put this issue on the table because we need it urgently, Fried said. If that doesn’t happen in the next few weeks, the season is over for Alaska. At least one cruise line remains optimistic that it can save part of the 2021 Alaska cruise season. Earlier this week, Norwegian Cruise Line resumed sales of the Norwegian Bliss Alaska for the months of August and September. We remain optimistic that by working with the Centers for Disease Control and local port and government authorities in the places we visit, we will be able to safely resume cruises to the U.S. this summer, a Norwegian Cruise Line representative said Tuesday in an email to Alaska’s News Source.
